The Arizona Medical Transportation Association has subscribed to a body of ethical standards developed primarily for the benefit of the client and the non-emergency medical transportation (NEMT) industry at large. As a member of this profession and industry, a provider must recognize the responsibility not only to clients, but also to society, other providers and to the state of Arizona. The following Principles adopted by the Arizona Medical Transportation Association are not laws, but standards of conduct and operation which define the essentials of honorable behavior for the NEMT provider admitted to its ranks.
I. An AZMTA member shall be dedicated to providing competent services with compassion and respect for human dignity.
II. An AZMTA member shall deal honestly with clients and colleagues, and strive to expose those providers deficient in character or competence, or who engage in fraud or deception.
III. An AZMTA member shall at all times adhere to local, state, and federal laws that apply to his or her operation. Furthermore an AZMTA member shall have a duty to notify the AZMTA and the proper authorities of any provider that is believed to be operating without the proper commercial insurance, state licensing, or other.
IV. An AZMTA member shall strive to work in harmony with the states ambulance companies by ensuring that clients to be transported do not require medical monitoring or any medical assistance during transport. Any client determined or suspected to need medical monitoring or assistance shall promptly be referred to a local ambulance company for transport. Furthermore an AZMTA member vehicle shall not have the appearance of an ambulance and shall voluntarily display an easily viewable, uniformly labeled sticker stating "THIS VEHICLE DOES NOT OFFER MEDICAL CARE OR AMBULANCE TRANSPORT, CALL 911” to further advise and make aware the general public.
V. An AZMTA member shall respect the law and also recognize a responsibility to seek changes in those requirements which are contrary to the best interests of the client, the NEMT industry, the states medical industry, or the State of Arizona.
VI. An AZMTA member will conduct a screening of all new hires, which includes drug testing, criminal-background checks, motor vehicle records, and checks of personal and professional references in the interest of public safety.
VII. An AZMTA member shall respect the rights of clients, of colleagues and other health professionals, and shall safeguard client confidences within the constraints of the law.
VIII. An AZMTA member shall continue to develop the industry and make relevant information available to other providers in an effort to elevate the standards of operation and efficiency of services.
IX. An AZMTA member shall be free to choose whom to serve, with whom to associate and the environment in which to provide transportation services.
X. An AZMTA member shall be free to decide the appropriate fees for his or her service and shall not conspire to or collude with any entity which would engage in any form of price fixing.
XI. An AZMTA member shall recognize a responsibility to participate in activities contributing to an improved community. An AZMTA member shall not discriminate with regard to race, color, religion, national origin, or sex in delivery of services to clients. Nor shall the provider discriminate, in this regard, toward colleagues or other health care professionals.
